New Program Development

If you are considering proposing a program in a country with a U.S. State Department Travel Warning, please read OSA's Policies regarding U.S. State Department Travel Warnings.

In addition to reviewing all programs proposed or occurring in countries with U.S. Department of State Travel Warnings, the Risk & Security Assessment Committee will review programs in countries where no other study abroad activities presently occur, in locations where health, safety, or security may be of particular concern, or in regions/cities of individual countries with significant levels of health, safety, or security concerns as identified by the U.S. Department of State, the Center for Disease Control and Prevention or any other reputable body or individuals that expresses a valid concern about the program or location.

1. PROGRAM DEVELOPMENT PROCESS AND TRAVEL GRANT

Prior to proposing a new study abroad program you may apply for a Program Development Grant. This grant will provide partial funding for a site visit to the country in which you would like to develop a program. Before applying for a development grant you must contact your Dean's Office for college requirements. You should also meet with the Director of the Office of Study Abroad and the appropriate OSA Program Coordinator. (See listing).

To apply, submit an original Program Development Grant for Study Abroad with two copies to the Director of the Office of Study Abroad according to the guidelines listed on the application cover page. Submit this application at least three months prior to the site visit departure date.

If you are awarded a grant, you must submit a site visit report to the Director of the Office of Study Abroad within 30 days of the return from the site visit.

2. NEW PROGRAM PROPOSAL

After the site visit, a Proposal for an MSU Study Abroad Program must be submitted to the Office of Study Abroad. Prior to submitting a new program proposal, check with your Dean's Office for specific college requirements. There are two different program proposal forms: one for MSU faculty-led programs, and one for co-sponsored (non-faculty-led) programs, including exchange programs, direct enrollment programs, and programs sponsored by other institutions. Four copies of your proposal need to be forwarded to the Director of the Office of Study Abroad according to the guidelines on the cover sheet of the application. It is necessary that you meet with the Business Manager of the Office of Study Abroad prior to the submission of a proposal in order to develop a budget according to OSA guidelines.

The Office of Study Abroad will endeavor to complete the approval process within eight (8) weeks of your submission. However, in order to have sufficient time to put all aspects of a new program in place, new program proposals should be submitted no later than the dates indicated below:

Program proposed for... Proposal due date
Fall Semester October 31 the year prior to the proposed program
Winter Break January 31 the year prior to the proposed program
Spring Semester January 31 the year prior to the proposed program
Summer Semester July 1 the year prior to the proposed program
Note: College of Arts and Letters (CAL)-sponsored programs must submit proposals to the CAL Dean's Office by April 15th to allow for the CAL review process.

Because of the complexities involved in developing and marketing quality programs, every effort should be made to meet these deadlines. Doing so will allow sufficient time to attend to the many details involved in new programs and publicizing their availability to prospective students. Program proposals can be accepted after these deadlines, but faculty should discuss their specific proposal with OSA (Kathleen Fairfax) before submitting a late proposal.

Upon approval of your program you will need to consult with the appropriate OSA Program Coordinator in order to discuss arrangements for your program, and with the OSA Editor in order to discuss the development of an official info sheet for your new program.
